Pennsylvania Defensive Driving Insurance Discount: Eligibility and How It Works

Pennsylvania law requires at least a 5% private-passenger auto insurance discount when every named insured is 55 or older and has finished a qualifying course. The rule covers all coverages for policy terms that start within three years after the course. Your insurer may also set some optional rules.
All named insureds on the policy must be 55 or older. This is not an individual-only age test. Check every person listed as a named insured before you enroll.
General information only: This guide explains the statewide conditions in 75 Pa.C.S. § 1799.2. Your insurer applies its approved rate filing to your policy. Ask the company to confirm your eligibility and expected policy change in writing.
Quick answer: does your policy qualify?
Start with five questions:
- Is this private-passenger auto insurance written in Pennsylvania? Section 1799.2 applies to insurers authorized to write private-passenger automobile insurance in the Commonwealth.
- Is every named insured at least 55? One qualifying person does not satisfy the age condition if another named insured is younger than 55.
- Has every named insured successfully completed the right course? The course must meet PennDOT standards, and the sponsoring agency’s certificate is the basis for qualification.
- Was the course taken for this mature-driver path? A course specified by a court or government entity because of a conviction listed in § 1535 falls outside § 1799.2.
- Does your insurer use any optional continuing conditions? It may condition the discount on the three-year accident, conviction, and DUI or ARD rules explained below.
If your policy meets the rule in (a), the insurer must give the discount for each car on the policy. The rate must be at least 5%. It covers all coverages for terms that start within three years after the course. (75 Pa.C.S. § 1799.2(a))
This page is about the statutory insurance discount. It is not about PennDOT point removal under § 1538, and it is not about ticket dismissal.
Check the policy-level age and course rules

The main rule applies to the whole policy, not just one person. It covers each car on a private-passenger auto policy. All named insureds must be 55 or older and must finish a course that meets PennDOT standards. (75 Pa.C.S. § 1799.2(a))
Review every named insured
Open the policy page that lists the named insureds. Do not rely only on the household’s driver list. Ask which people are named on your policy.
If two spouses are named insureds, check both people. If one is under 55, the age test in (a) fails. The course test also fails if one has not finished the right course.
Section 1799.2(a) sets the discount for each car on a policy that meets its rules. Ask to see the result in writing.
Confirm that the course meets PennDOT standards
The course must meet PennDOT standards. A general safe-driving class does not prove that it meets this rule. Neither does an ad for a course sold for another purpose. (75 Pa.C.S. § 1799.2(a))
PennDOT lists groups that offer approved Basic and Refresher Mature Driver Improvement courses. It says fees vary by group. It also says this mature-driver program has no written or road test. (PennDOT Mature Driver Improvement Courses, accessed September 12, 2026)
Use the list to find current approved options. It is not a ranking. For help choosing between Basic, Refresher, and other Pennsylvania course paths, use the separate Pennsylvania defensive driving course guide when you need program routing.
Understand the 5% minimum and three-year window
Section 1799.2(a) sets the floor and the timing. The discount must be at least 5%. It covers all coverages for terms that start within three years after you finish the course. The Insurance Commissioner approves it as part of the insurer’s rate filing. (75 Pa.C.S. § 1799.2(a))
That wording gives you four facts to verify on your policy:
- The percentage is at least 5% for a qualifying policy.
- The discount applies to all coverages.
- The three-year period starts from successful course completion.
- The covered policy periods must begin within that three-year window.
Ask which course date the insurer used. Then ask which terms qualify and where the discount will appear. Keep that answer with your proof.
Taking extra courses does not stack discounts
Taking more than one qualifying course within three years does not add discounts under this section. A second course does not double the benefit. (75 Pa.C.S. § 1799.2(a))
Before paying for another course during the same window, ask what purpose it would serve. Do not assume it will increase the percentage or extend the current period.
A duplicative discount may be handled differently
An insurer may leave out the discount in (a) in one case. Its rate filing must show the Insurance Commissioner that the discount duplicates another driver improvement course discount it already gives. (75 Pa.C.S. § 1799.2(a))
This is a narrow rate-filing exception for a duplicate course discount. If another credit replaces this one, ask the company to name it and explain how it applies.
Keep the certificate that establishes qualification
After you finish the approved course, its sponsoring agency must give you a certificate. That certificate is the basis for the insurance discount. (75 Pa.C.S. § 1799.2(b))
Check the proof before you send it. Confirm the name, course title, sponsoring agency, and course date. Ask where to send it and whether each named insured needs a copy.
Keep the original or a clear copy, based on the insurer’s rules. Also save proof that you sent it. Finishing the course and sending proof are two steps.
After the insurer handles the request, check the written result. Review the rate, cars, coverages, first term, and end date.
Retake an approved course every three years
Each participant must take an approved course every three years to keep the discount. (75 Pa.C.S. § 1799.2(c))
Save the course date shown on each certificate. Before three years pass, ask when the insurer needs new proof. Do not guess from the end date alone.
PennDOT’s list separates Basic and Refresher courses. Use that list and the course guide to find the right path. This article does not rebuild the course directory.
Ask whether your insurer uses the optional conditions
Subsection (c) lets an insurer set three rules for the next three years. These are optional insurer conditions. They are not statewide bars that each company must use. (75 Pa.C.S. § 1799.2(c)(1)–(3))
An insurer may require that, during that period, the insured:
- Not be involved in a chargeable accident. Ask the company how it applies that term to its discount decision. (§ 1799.2(c)(1))
- Not be convicted of an offense listed in § 1535. This is a conviction condition the insurer may use for the discount. (§ 1799.2(c)(2))
- Not be convicted of, or accept Accelerated Rehabilitative Disposition for, driving under the influence of alcohol or a controlled substance. Accelerated Rehabilitative Disposition is commonly shortened to ARD in official documents. (§ 1799.2(c)(3))
Ask which of these rules the insurer uses. If an event affects the discount, ask which rule applies and when the change starts.
Do not read “may require” as “Pennsylvania always bars you.” The insurer chooses whether to use these rules.
Keep court and PennDOT assignments separate
Driver Improvement School under § 1538 is not the same path as this mature-driver discount. A PennDOT point assignment does not prove that you finished the course used for § 1799.2.
Subsection (d) draws a firm line. Section 1799.2 does not apply when a court or government office orders the approved course due to a conviction listed in § 1535. (75 Pa.C.S. § 1799.2(d))
If a court or agency told you to attend, read the reason on the notice. The proof may not qualify for this discount. Ask the insurer about the exact course and why you took it.
This page does not decide whether a course changes points or a ticket. Keep those outcomes separate from the policy discount.
Use this checklist before you enroll
A short call before you enroll can prevent the main mistakes. Have the policy and exact course details in front of you.
Ask:
- Is my policy private-passenger automobile insurance covered by 75 Pa.C.S. § 1799.2?
- Who are all the named insureds on this policy?
- Does every named insured meet the age and course-completion conditions?
- Does this exact PennDOT-approved Basic or Refresher course meet your requirement?
- Does the reason for taking the course affect qualification under subsection (d)?
- What percentage will you apply, and how will it appear across all coverages?
- Which policy period will first receive the discount?
- What completion date starts the three-year window?
- Do you use any of the optional subsection (c)(1)–(3) conditions?
- What certificate must each participant submit, and where should it go?
- Does another driver improvement discount replace this one under an approved rate filing?
- When should each participant complete the next approved course?
Ask for the answers in writing. Save them with each course proof and the insurer’s receipt.
Common mistakes to avoid
Checking only one person’s age
The law says all named insureds must be 55 or older. Check the policy, not just the person shopping for a course. (75 Pa.C.S. § 1799.2(a))
Assuming any defensive driving class qualifies
The course must meet PennDOT standards. Start with its mature-driver list. Then check the exact course with the insurer.
Expecting two courses to produce two discounts
More than one qualifying course within three years does not add discounts under (a). Take only the course needed for your current term or next three-year cycle.
Treating optional conditions as universal rules
An insurer may use the rules in (c)(1)–(3). Ask which ones apply. Do not assume each company uses the same rule.
Using a court- or government-assigned course as proof
If a court or government office ordered the course due to a § 1535 conviction, § 1799.2 does not apply. That is a different path. (75 Pa.C.S. § 1799.2(d))
Losing the completion certificate
The sponsoring agency’s certificate is the basis for the discount. Keep it, proof that you sent it, and the insurer’s reply together. (75 Pa.C.S. § 1799.2(b))
Frequently asked questions
Is Pennsylvania’s mature-driver discount at least 5%?
Yes, for a policy that meets § 1799.2(a). The rate must be at least 5% and cover all coverages. It applies to terms that start within three years after the course.
Does only the oldest driver need to be 55?
No. All named insureds must be 55 or older. Each must also finish the right course. Check the policy’s named-insured list before you enroll. (75 Pa.C.S. § 1799.2(a))
Can taking two courses increase the discount?
No. Taking more than one qualifying course within three years does not add discounts under (a).
What proves that I completed a qualifying course?
The course’s sponsoring agency gives you a certificate after you finish. Section 1799.2(b) makes this proof the basis for the discount.
How often must I retake the course?
Each participant must take an approved course every three years to keep the discount. PennDOT lists Basic and Refresher courses. Check which one you need before you enroll. (75 Pa.C.S. § 1799.2(c))
Does a ticket or accident always end the discount?
No. An insurer may use the three rules in (c). Ask which ones apply for the three years after the course.
Does PennDOT Driver Improvement School qualify?
Do not treat a § 1538 school assignment as proof that you qualify. Section 1799.2(d) excludes a course ordered by a court or government office due to a § 1535 conviction. Check the course and reason with the insurer.
Confirm the policy first, then choose the course
Start with the policy page that names each insured. Check each person’s age and course status. Then ask the insurer to confirm the course and any optional rules.
Your next step: Get the insurer’s answer in writing before you enroll. Keep each course certificate. Then check the first term that should show the discount.
