Virginia Driver Improvement Insurance Discount: Age and Format Rules

A Virginia driver improvement insurance discount is required for eligible insured drivers age 55 or older who voluntarily and successfully complete an approved mature-driver course in a classroom. Insurers may choose whether to offer a discount for an approved online mature-driver course, and for an approved clinic taken by a driver age 54 or younger. Va. Code Section 38.2-2217(A), (B), and (D) 1 sets these separate rules.
Check the course category and format with your insurer before paying. DMV approval alone does not establish that a course qualifies for the benefit you want.
General information only: This article explains Virginia’s statewide framework. It is not legal or insurance advice. Your insurer controls the policy-specific amount, proof process, and application of any optional benefit.
Start with your age
| Your age | Course path | Is the rate reduction required? | Duration | Attendance that does not qualify |
|---|---|---|---|---|
| 55 or older | DMV-approved mature-driver motor vehicle crash-prevention course | An appropriate reduction is required for an eligible voluntary classroom completion; an insurer may allow an approved online completion | Three years | Court-assigned mature-driver attendance |
| 54 or younger | DMV-approved driver improvement clinic | Optional; the insurer’s filed rate schedule may provide it | Two years | Court-assigned or DMV-notified clinic attendance |
The first row comes from Va. Code Section 38.2-2217(A) and (D) 1; the second comes from subsection (B) 1. Those provisions set no discount percentage. Ask your insurer to confirm the amount and how it applies to your policy.
The courses are not interchangeable. If you are 55 or older, look for the mature-driver course rather than assuming a regular driver improvement clinic will qualify. The classroom-versus-online distinction in the first row applies to the mature-driver path.
Which course qualifies for your age group?
The age line is 55, not 50, 60, or a general “senior driver” label. The statute does not say when an insurer must measure your age. If you will turn 55 near the course, renewal, or submission date, ask the insurer which date it uses before enrolling.
Age 55 or older: choose a mature-driver course
If you are an insured person age 55 or older, Section 38.2-2217(A) 1 requires your rate plan to provide an appropriate reduction when you qualify. You must successfully complete a DMV-approved mature-driver course voluntarily. Classroom completion receives mandatory treatment; approved online completion receives optional treatment under subsection (D) 1.
You qualify for three years after course completion under Section 38.2-2217(A) 1. To remain eligible through this course path, you must repeat an approved course every three years under Section 38.2-2217(F) 1.
A court assignment to the mature-driver course does not qualify for this reduction under Section 38.2-2217(A) 1.
Virginia DMV keeps mature-driver safety courses 5 separate from ordinary driver improvement clinics. Use that course category as your starting point, then confirm the exact sponsor, format, and certificate with your insurer.
Virginia DMV says 4 a mature-driver course does not award safe-driving points. If you are 55 or older and also want the point benefit, ask about voluntary attendance at a regular driver improvement clinic. Va. Code Section 46.2-498(D) 2 has no upper age limit for voluntary attendance. The clinic is a separate completion from the mature-driver course, and Virginia’s clinic insurance-discount path in Section 38.2-2217(B) 1 applies only to drivers 54 or younger, so register a 55+ clinic for points.
Age 54 or younger: ask whether your insurer offers a clinic discount
If you are 54 or younger, Section 38.2-2217(B) 1 says a rate schedule may provide an appropriate reduction after you satisfactorily complete a DMV-approved driver improvement clinic.
Your insurer does not have to offer this benefit to younger drivers.
When offered, the statutory period is two years. To remain eligible for the discount, if any, you must repeat an approved clinic every two years under Section 38.2-2217(F) 1.
This path excludes anyone who was:
- assigned by a court to attend the clinic; or
- notified by Virginia DMV to attend the clinic.
For this insurance path, clinic attendance must be voluntary.

For mature drivers, classroom and online courses get different treatment
Format is most important on the 55-and-older mature-driver path.
Classroom completion: a required reduction when you qualify
Under Section 38.2-2217(D) 1, Virginia insurers shall allow the appropriate reduction after an eligible driver completes an approved course in a classroom. This requirement is expressly subject to subsection (A).
You must still meet subsection (A)’s conditions: be an insured person age 55 or older and successfully complete the approved mature-driver course voluntarily.
The course must include the actual classroom instruction required by DMV. Subsection (A) 1 excludes self-instructed courses, subject to its secure-online provision below. A generic video or unapproved self-study product is not enough.
Online completion: confirm insurer acceptance first
Section 38.2-2217(A) 1 permits a sponsor approved for classroom delivery to seek approval for the same substantive mature-driver course online. The version must be delivered through a DMV-approved medium with acceptable security features designed to connect the certificate to the person who took the course and passed its exam.
For that approved online or electronic course, subsection (D) 1 says insurers may allow the reduction. Approval of the course does not require an insurer to offer the online benefit.
Ask the insurer to confirm the exact online course before enrolling. “DMV approved” establishes the course side; it does not by itself turn optional online treatment into a guaranteed policy reduction.
Younger drivers: online clinics follow the clinic rule
Do not carry the mature-driver format restriction into the younger-driver rule. Section 38.2-2217(B) 1 does not create the same classroom-versus-online split for the driver improvement clinic.
Virginia DMV says 3 the clinic can be completed online or in person through an appropriately licensed provider. The insurance discount itself is still optional for this age group, so confirm that your insurer accepts the exact clinic and format.
Choose points or insurance when you register for a clinic
Virginia DMV uses INS for a driver taking the ordinary driver improvement clinic for an insurance purpose. The attendance-reasons page 3 tells drivers to verify eligibility with the insurance company and states that INS earns no safe-driving points.
For voluntary clinic attendance, Va. Code Section 46.2-498(D) 2 requires you to tell the clinic whether you are attending for:
- the safe-driving-point benefit; or
- the insurance-premium benefit.
Tell the clinic when you enroll so it can record the correct attendance reason. One completion does not produce both benefits.
Subsection (D) 2 limits the same voluntary benefit to once in two years. Under Section 46.2-498(C) 2, a qualifying driver may return one year from satisfactory clinic completion for the other benefit not awarded the first time. For example, if you used a clinic for points, you may be eligible to return after one year for the insurance purpose if you are 54 or younger under Section 38.2-2217(B) 1. You cannot repeat the same point benefit early.
That one-year rule applies to switching benefits under the ordinary voluntary-clinic framework. It does not merge the ordinary clinic with the separate 55+ mature-driver course.
What to confirm with your insurer before paying
Give your insurer or agent the sponsor name, course name, and format. Ask these questions while you can still choose a different course:
- Which Virginia course path applies to me? Confirm the age-based category and the exact course, especially if you will turn 55 near enrollment or renewal.
- Will you accept this format? For the mature-driver path, establish whether you are choosing the required classroom benefit or an optional online benefit.
- What savings and dates should I expect? Ask for the amount, affected coverage or vehicle, and start and end dates. Compare the duration with Virginia’s three-year mature-driver or two-year clinic period.
- How do I submit proof? Confirm where to send the certificate and whether additional policy information is needed.
Get the course and format confirmation in writing when possible. A provider’s marketing page cannot tell you what your insurer will apply to your policy.
Send the certificate to your insurer after completion
Section 38.2-2217(E) 1 requires the approved sponsor to issue a DMV-approved certificate after successful completion. It also requires you to provide satisfactory evidence of qualifying completion to the insurer.
Use this process:
- Check that your name and completion information are correct on the certificate.
- Save the original file or document and a backup copy.
- Submit the proof through the channel your insurer gave you.
- Record the submission date and any confirmation number.
- Review the next policy document or billing notice for the promised change.
- Contact the insurer promptly if the effective date or amount differs from what you were told.
DMV reporting and insurer proof are separate tasks. Even when a clinic reports completion to DMV, Section 38.2-2217(E) places the insurance-proof step on you.
How much will you save?
Va. Code Section 38.2-2217(A), (B), and (D) 1 sets no statewide percentage, minimum percentage, or universal dollar amount. Use your insurer’s quote rather than a national estimate or another company’s advertisement.
Compare the quoted savings with the full cost and time of the correct course. Get the premium before and after the discount, the portion of the policy affected, and the dates the benefit begins and ends.
If the insurer cannot confirm an optional younger-driver or online mature-driver reduction before enrollment, take the course only if it has another value to you. Do not buy it on the assumption that the savings will appear later.
An insurer may also offer a reduced rate based only on age; Section 38.2-2217(G) 1 says nothing in the section prevents that. Ask whether an age-based rate and a course-based discount are separate under your policy.
Frequently Asked Questions
Does Virginia require a defensive-driving insurance discount?
Yes, for some drivers age 55 or older. You must take a DMV-approved mature-driver course voluntarily and complete it in a classroom. You must also meet the law’s other eligibility rules. Insurers may choose whether to discount an online course or a clinic taken by a younger driver.
Can a driver younger than 55 get a Virginia course discount?
Possibly. For an insured driver age 54 or younger, an insurer’s rate schedule may provide a two-year reduction after a DMV-approved driver improvement clinic. The insurer does not have to offer it.
Can I take the mature-driver course online?
An approved classroom sponsor may also offer a secure DMV-approved online version. Virginia law permits insurers to allow the reduction for that format, so confirm acceptance of the exact course with your insurer first.
Does a court-ordered course qualify?
No for the statutory paths discussed here. Court-assigned mature-driver attendance is excluded, and court-assigned ordinary-clinic attendance is excluded for the younger-driver reduction.
Does DMV-required attendance qualify?
Not for the age-54-and-younger ordinary-clinic reduction. Subsection B expressly excludes a person notified by DMV to attend.
Can one clinic completion give me points and an insurance reduction?
No. Under the voluntary ordinary-clinic rules, you designate points or insurance for that completion. DMV’s INS code awards no safe-driving points.
Do I need to send the certificate to my insurer?
Yes. Send the insurer satisfactory proof that you completed the qualifying course. Follow its submission instructions and keep a copy.
Keep the certificate until the benefit is applied
Before enrolling, confirm the course category, format, and expected savings with your insurer. After completion, keep your certificate and submission confirmation until your policy documents show the agreed change. If the amount or effective date differs, contact the insurer with that proof.
